Health insurance card utilization and related factors among sick children under 6 years old in Tua Chua district, Dien Bien province

The provisions of a free health insurance card (HIC) for children under 6 years old have been made in the Vietnam
Health Insurance Law 2008. However, there are difficulties for access and utilization of HIC, especially with ethnic
minority children. The current situation of access and utilization of HIC for H’Mong children under 6 years old and
several related factors was described, which based on a cross-sectional study, face to face interview with 210 mothers
having children under 6 years old. The study was conducted in Tua Chua district, Dien Bien province, Northern, Vietnam.
The results showed that, 49.6% of the studied children have HIC and 46.7% of the mothers have not yet using
HIC for their children. Factors influencing the access and utilization of HIC include time consuming to complete process
of HIC issuing and delivering to their mothers. Not all sick children were brought to the community health station
(CHS) although the policy of free health cares for all children under 6 years old. The access and utilization of HIC for
the studied children were low due to time consuming for issuing and delivering HIC to their mothers. Sick children
have not been taken to CHS, which were factors influencing the current situation of free health care service by the Law.
